This utility is for the type of operation that passes a train from one operating crew to another, with each crew remaining at one town. The operations order is printed by town and lists each train that will switch in the town, with times and switching moves.

If your crew stays with the train from start to finish, walking around the layout with the train, then you don't need City Crew.

If you have stationary crews that stay in each town, handling the action for each train as it comes through, then you do need City Crew.

And City Crew utility easily accommodates a combination with regular orders, using roving crews for most of the layout and printing City Crew orders for just one location.
