RMS train orders are based on the premise that operators will accompany the train around the layout so it prints a switching order for each train.

But what if you operate with a permanent crew at each town, and that crew takes over local operation of each train that arrives in the town?

"City Crew" prints orders by city rather than by train; each order lists all trains that switch in that town and all car moves required for each train. You may print a combination of city orders and regular train orders.
